Council of Affairs for Naturally Occurring Autochthon Bylaws
PREAMBLE
The Council of Affairs for naturally occurring Autochthon (the “Council”) is composed of 3 sections of a cooperative that makes up the Grand Council ” for the Mississippian Confederacy of Aborigine People (and each Nation State). The Council operates in a Congressional capacity and is charged with promoting charters, associations, groups (of all ages), practices, and procedures that guarantee equal opportunity to the Nation State and all its members–to empower its people to achieve self-sufficiency, independence, and inclusion and integration into all aspects of the ( the Nation State) society.
These bylaws are adopted in order to further the Council’s mission, goals and strategic plan by establishing orderly procedures by which the Council may meet its obligations and exercise its powers under the laws and regulations applicable to the Mississippian Constitution and the Great Law of Peace. Nothing in these bylaws should be construed to expand these obligations, nor in any way to limit the powers granted to the Council by law or regulation, or to extend or delegate the powers of the Council in any way inconsistent with governing law or regulation.
ARTICLE I. CALL
This Council of Affairs for Naturally Occurring Autochthon Bylaws shall be known as the Council of Affairs for Naturally Occurring Autochthon Bylaws; with a tax-immune status under the Constitution’s Article I, Section 2, Clause 3 which states that “and excluding Indians not taxed” couldn’t be counted in the voting population of states of the Internal revenue; also as according to the Fourteenth Amendment clearly defined “Indian Clans” as “Indians not taxed,” as not “subject to the jurisdiction” of the United States Revenue Code.
ARTICLE II. PURPOSE
Section A. Purpose
The purpose of this organization shall be working toward the Nation-building of Aboriginal American through cultural, educational and social agendas.
Section B. Specific Purpose
CANOA aims to work together specifically to rebuild our Aborigine Nations of title and status of origin. The title of our Nation State is in reference to the Copper-colored Aborigine in reference to the emblem of America.
ARTICLE III. BASIC MEMBER
Section A. acknowledgememnt.
Basic member in the CANOA shall be known as Active and Courtesy.
- 1. An Active member is a person who is entitled to all the rights and privileges of membership and participates in monthly dues.
- 2. A Courtesy member is a person whose membership has been extended, by action of the Administrative Members, in recognition of some continuing service to the coalition whereby the CM can gain access to pertinent meetings.
- This member shall not pay dues, shall not vote, and shall not hold office, however, shall have access to selective events, special discounts, and paraphernalia.
Section B. Member Request.
An interested Aborigine American Indian may request to be a member on the CANOA by email or on the organization website. The applicant will then be sent a link to make a monthly contribution of minimum of $3.00 and receive membership upon receipt of payment. An applicant may also request a monthly payment plan to access immediate membership by sending a monthly payment request by email or personal request . Membership dues are nonrefundable.
Section C. Donations.
Membership donations are collected monthly, specifically every month from a member’s very first payment date. Members can donate a larger amount at any time upon their discretion for general purposes, a specific need or cause.
Section D. Resignation.
If any Grand Council member desires to resign must follow the laws of resignation in the Great Law of Peace. Standard council members can resign at their discretion.
Section E. Prohibitions.
No member of the council shall acquire any right, title or interest in the property of this council, nor incur any financial liability for this council, by reason of membership.
ARTICLE IV. EXECUTIVE MEMBERS
Section A. Coordinators
Executive members are designed by the needs of the Mississippian Nation State and its communities. These electives shall officiate over departments such as Education, Agriculture, Health & Wellness, Law, Economics, and Community Council. In addition, there will be Executive Directors, a Secretary, and a Treasurer.
Section B. Method of Committee Building.
A Committee shall be selected by the executive membership
Note: A bi-annually selection date will be determined and will consist of three to five members per committee. The three to five persons are required to have skills that meet the needs of the Committee members and the community.
Section C. Installation.
The installation of the newly elected committee members will take place immediately following their selection.
ARTICLE V. EXECUTIVE MEMBER DUTIES
Section A. Executive Members.
The Executive members of the Grand Council shall preside at business meetings The Director will countersign all checks presented and signed by the Treasurer.
Section B. Secretary.
The Secretary shall keep minutes of all meetings of the Coalition and Executive Members; be the custodian of all minute books, reports and other papers, except the correspondence of the Coalition and the Executive Members; and preserve, in the Recording Secretary’s files, a copy of the Coalition Bylaws.
Section C. Treasurer.
The Treasurer shall record all deposit slips received from the secretary; pay bills presented by the Executive Directors and Secretary; prepare reports of financial status for Executive and Basic Member meetings; and reconcile bank statements and community service accounts. The Treasurer shall prepare required government reports in a timely manner, cross-reference receipts for audit, and shall be bonded.
Section D. Directors.
There shall be three Directors: Ways and Means, Public Relations, and Community Service.
- A. The Ways and Means Director shall plan fundraising activities to meet budget goals and shall chair the Ways and Means Committee.
- B. The Public Relations Director shall arrange for all regarding activities and shall chair the Public Relations Committee.
- C. The Community Service Director shall record the hours of volunteer community service and inform and inform Club members of ways in which they may serve the community.
ARTICLE VI. EXECUTIVE MEMBERS
Section A. Members.
The Executive Members shall consist of the Executive Directors, President,Treasurer, Finance, Ways and Means Director, Public Relations Director and Community Service Director. Changes subject to membership growth.
Section B. Leave of Absence.
A member in good standing, desiring a leave of absence from the council for up to one year, may, upon application to the Grand Council, be granted this leave according to the Great Law of Peace and shall pay the minimum $3.00 monthly membership dues. After the first year of absence, this member shall notify the Grand Council, in writing, of intentions for continuing membership. Membership choices are: 1) to return to full membership, or to request a one-time extension of the leave of absence.
Section B. Resignation.
Any member in good standing desiring to resign from the Grand Council shall present a written resignation to the secretary who shall present it to the GrandCouncil for action. A member, having resigned in good standing, may be reinstated upon request and with payment of the current year’s dues.
Section C. Business.
The Executive Board shall transact all business of the Club but shall not authorize expenditures of more than $100.00 without the sanction of the organization, except for ordinary maintenance and emergency expenditures. The Board shall operate under a budget compiled by the Budget Committee.
Section D. Recommendations.
All recommendations by the Council members, including non-emergency expenditures, shall be brought to the membership at the next business meeting for a vote.
